Is Qt Partner Program available to GPL/LGPL companies?

Hi,
I would like to know whether a company which using Qt GPL/LGPL license for meeting the customer needs can apply for a Qt partner program (specifically, technology partner).
I didn't see any option for GPL/LGPL users. The Qt partner program redirect to contact page from the following link:
https://www.qt.io/partners/
In contact, they asking the commercial license details.
Please let me know whether Qt partner program is only for those companies who using the Qt commecial license.

I don't actually know if there are any limits in the partner program. I'm guessing it is more about what can be done together with the partners and The Qt Company.

The Contact us page on https://www.qt.io/contact-us/ has a partner program option. I would use that to get in contact with the Qt partner manager. The contact form does ask about license purchases, but just ignore those parts for the partner program.
