Wiki pages without format or minimal content

The wiki needs some love, I agree. Sometimes it's hard to judge if someone intends to work more on a page and has simply not gotten around to it or if the page is abandoned. Every user can report content if it looks suspicious in any way. A meaningful message is appreciated but in general we usually figure things out. :)
When it comes to guidelines to create pages I think it's fair to create a page if you have something meaningful you want to put in there. It doesn't have to be a novel. In the end, others can improve your content and add to it. One liners are usually not very helpful though.
That brings me to a related topic: the revision notes. If you create a page that doesn't have a lot of content, why don't you make a note saying what the plan is or explaining what you were thinking when you created the page.

Many time people start a page to write good text, but it may not be possible to write every thing at that point of time and the author may have idea to come back again and add up more and so on, so in the beginning if there is one or few lines in the wiki this does not mean that page should be removed or killed. In my opinion we should give ample of amount of time for users to put in the text he/she wanted.

But then the original author could leave a note and should really come back in a reasonable time. One can also prepare the wiki article at the personal computer and put it in the public wiki once its in a finished state. I personally regard published content as "finished" from the original authors point of view.

Yes it would be best if author puts some sort of Note. And alo if no note is there admin can put one warning that the wiki article will be removed if not improved within a period of time.

The only issue is that only a very few people can tell you if eg. a Hungarian wiki article is ready or not (eg. I filled all planned paragraphs with blah-blah like text as a placeholder).
[ADDED]I am playing the devil"s advocate role here, but I completely agree with the intention to somehow clean up the wiki
