How to pin a frameless window topmost without covering the taskbar?

This is what I want:
directly pin to the top:
GPT said QT::Tool flag doesn't cover taskbar, but seems failed.
In the latter picture, I can click on the taskbar to get the former effect. But clicking on the model will move it up again.
In other words, I want this window to be above the other windows and below the taskbar.
Is there any ways to achieve this? No matter using Qt or Win32 api.
