Would it be to pushy to ask "authorities" to establish grading / rating / ranting system here ?

There already is - if answer is helpful you can +1 it. There was a -1 to mark unhelpful answers but you complained a lot and your rants were among triggers to remove that option. You reap what you sow I guess.
For those examples my ratings would be:

"it has been asked before..."9/10 - search before posting and don't repeat already answered questions. It makes it easier for others to find answers if there's one solid instead of 20 unanswered, repeated and redirected ones. In my early days on the forum I answered repeated questions a lot, but at some point it became obvious that giving the exact same answer for the 20th time is just wasting time and encouraging laziness.

Why should someone spend additional time to try to read blocks of code in non-monospace if you didn't even put the effort to make two keystrokes to format your code? What's the incentive to help someone who disregards your time?
In short - you're not the center of universe. People's time is limited. Don't expect others to just jump in, have ready made list of exact answers to all your questions and solve your problems instantly in one direct sentence. If you don't know something why do you expect others to know? Sometimes we do, sometimes we don't. Sometimes it takes a group effort, questioning, investigating, checking stuff and figuring out. That's basically what software development is. Make it as easy as possible for others to help you and show that you took time to solve an issue yourself before asking others. Say what you already tried that didn't work and what was your line of thought, otherwise why should anyone put effort if you didn't? How can you get angry at someone asking for clarifications or more information? They are trying to help you.
You're complaining all the time about how people don't answer your questions directly, how you can't answer posts immediately because of no reputation, basically how everything is stupid and against you. There's thousands of users here and you don't get +1's on any of your hundreds of posts. At some point you've got to ask yourself if maybe it's something about you and not everything else. Or you don't. It's nobody's business as you would probably say.
I've got an idea for you, maybe it would help - go to the users page on this forum and count them. Then do a quick scan for the recent "complain" posts and try to guestimate an average user to complain ratio and what that number is for you specifically. It might tell you something about yourself or it might not. Your move universe.

People's time is limited.
"Precious" is more like it. If you convert your time with your experience in mind, or mine, or @SGaist's, or whomever's really, in money it's going to be one long, long bill. And even then, nobody's going to give you your time back, so in that sense - it's priceless.
