Qt covers a large set of area from automotive to medical devices, infotainment system, multimedia players, embedded systems, computer software, phone software, machine control, desktop environment etc...
What would you like to know ?

It all depends on what you want to do with your FPGA. What is your use case ?

So you want to create a GUI that would use your business logic to communicate with the FPGA ?

Sure it can, nothing forbids you from using Qt with other libraries to communicate with devices whether it is an USB dongle or in your case a FPGA somewhere on a board.
