We use VSCode for development using DevContainers. There are only a couple of devs who are developing the UI using Qt, everyone else is doing backend work. We have two repos that both utilize the DevContainer, one that builds the UI binary and one that builds the backend binaries.

What I would like to know is, can I create one Docker image for the DevContainer that allows both the UI dev and Backend devs to work without having to license everyone on the team? The backend uses grpc to pass messages to the front end, so there is no Qt code linked into the backend what so ever.

From the phrasing, it seems you have a commercial license. In that case, you should contact the Qt Company directly. This forum is more user oriented.
